Question: Mention two ways in which the Rajya Sabha and the Legislative Council can control the executive. Explain one of its limitations in this regard

Answer: Two ways in which Rajya Sabha and the Legislative Council can control the executive:

  • It can reject an Ordinary Bill passed by the Lower House which would then be resolved by a joint session.
  • Though a Money Bill originates in the Lower House it can be sent back with recommendations.

One limitation in this regard is that the Lower House is not bound to follow the recommendations.
