Answer: Following are the Administrative Powers of the Rajya Sabha

Administrative Powers (Control over the executive) of the Rajya Sabha: The Constitution makes the Council of Ministers responsible only to the Lok Sabha. But the Rajya Sabha can exercise control over it by means of questions, discussion, and debates. Moreover, ministers may be appointed by their members. The Constitution permits a Minister, who is not a member of the Lok Sabha, to take part in its proceedings. However, he has no right to vote.
